Is Terra Poo Wifi’s dog poop-powered internet the next great democratization of information and energy?

No seriously, is it? Because I can’t understand a thing this spanish language commercial (Mock advertisement? Fever dream?) is saying.

Best I can guess, as I also do not know Spanish, they had a big problem with people letting there dogs poop where ever they wanted. This made parks and such unpleasant to walk in or want to be in. So in order to get people to take better care of the park the offer free wifi based on the weight of the poop that is added to the wifi machine. This way people are more willing to pick up there dogs waste and get rid of it properly, and people will be more likely to come to the park and enjoy it because they now have the benefit of wifi to enjoy. That is actually pretty smart. Seems like a good idea to me. I could be wrong though.
